Sederhana, bersahabat, dan murah senyum. Itulah kesan terhadap Gamawan Fauzi, gubernur Sumatera Barat (Sumbar). Dia adalah gubernur yang dipilih langsung rakyat Ranah Minang pada Juni 2005. Mantan bupati Solok dua periode itu dinilai berhasil menata sistem birokrasi bagi terciptanya pemerintahan yang baik dan bersih di Solok. Gamawan berhasil menekan kerugian daerah akibat praktik korupsi, kolusi, dan nepotisme (KKN) di lingkaran birokrasi pemerintahan semasa menjabat bupati. Resep tersebut juga dia terapkan dalam menakhodai Sumbar. Berkat sikap konsisten untuk berjalan lurus itu, lulusan Fakultas Hukum Universitas Andalas, Padang, tersebut meraih Anugerah Bung Hatta Award (2004), Tiga Pilar Award (2005), dan dua penghargaan Pelopor Pelayanan Prima.

Berikut langkah memperbaiki birokrasi. yang saya ambil dari beliau:

Selesaikan dulu riak-riak politik, berkerja untuk rakyat.Semua aparat pemerintahan digaji untuk melayani rakyat.
Ciptakan pelayanan satu pintu. Lengkap dengan daftar izin, berapa lama waktu yang dibutuhkan untuk mengurus izin, juga standar biaya.
Jika pelayanan itu masih mengharuskan orang datang dan melakukan kontak langsung dengan aparat birokrasi. Maka, jalin kerja sama dengan PT Pos Indonesia dengan menerapkan layanan satu pintu plus. Jadi, masyarakat juga bisa mengurus izin dengan tanpa datang langsung ke kantor pemerintahan.
Seluruh pegawai agar menandatangani Pakta Integritas (saat ini sudah diterapkan banyak daerah, departemen, dan perusahaan di Indonesia). Aparatur pemerintahan daerah diminta berjanji akan bekerja dengan baik, konsekuen, konsisten, tidak menerima, serta tidak memberi barang atau uang yang terkait dengan bidang tugasnya. Untuk masyarakat, terus lakukan sosialisasi agar tidak membayar di luar standar biaya yang sudah ditetapkan dalam pengurusan perizinan dan segera melapor jika ada aparatur yang KKN.
Buka kotak pos pengaduan 4477 di Kantor Gubernur. Hal itu bertujuan agar masyarakat bisa ikut berpartisipasi melapor apabila menemukan oknum aparatur yang KKN.
Untuk mengetahui bahwa sistem itu berjalan atau tidak, lakukan pengawasan. Jangan dari internal pemerintahan karena hasilnya akan berat sebelah, “Asal Bapak Senang”. Kerja sama dengan lembaga teknis independen
Pegang teguh dan konsisten pada prinsip, ingat pentingnya hidup sederhana dan mengajak rekan untuk selalu melihat ke bawah. Dengan melihat ke bawah, kita jadi tahu bahwa masih banyak saudara-saudara yang lebih susah.
Tekankan kepada seluruh kepala dinas sampai ke tingkat Sekda agar jangan pernah melakukan KKN.
Jangan melindungi jika ada rekan berurusan dengan aparat penegak hukum.
